Abstract |
Background. The study of the state system of scientific attestation is becoming relevant due to the reform implemented by the Ministry of Science and Higher Education of the Russian Federation in 2021. This raises interest in the historical aspect – the requirements for scientific personnel imposed during the Soviet period. The main aim of the article is the historical and legal study of the legal regime in the state system of scientific attestation, determination of the continuity of the modern model. Based on this aim, the author analyzes the Soviet model of the state system of scientific attestation formed since the late 1970s until the collapse of the USSR. Materials and methods. The objectives are attained following the scientific analysis of various sources devoted to the legal regime of the state system of scientific attestation. The historical and legal method is used as a basic one that makes it possible to identify the positive features of the historical past. Results. In the course of the study, the attention is paid to raising the status of the Higher Attestation Commission as an independent state body. The independence of dissertation councils, whose decisions on awarding the academic degree of candidate of sciences in the Soviet period were not practically questioned, is shown. The analysis of the current procedure for awarding academic degrees indicates that many elements of the reform in 2021 are derived from the historical past. The article also discusses the transition to internal rules for awarding academic degrees in several Russian leading universities. The positive practices of decentralization of scientific attestation are assessed. Conclusions. The author produces the recommendations for forming a single legal space with variability. |
